blocks/external: Add tags to external blocks

New feature in Mahara 18.10: You can add tags to
blocks that don't have artefacts with tags. Adding
them to the external blocks allows them to be added
to a portfolio page automatically when the page is
created based on tagged content (Bug #1775106).
