Save new tags to same session

Feature

WHAT:
Implement tag creation to be added to the global list of tags so that it appears in the dropdown list for tag selection without the user having to upload something with that tag first.

• Users can create a tag upon adding an item to pending
• Users can reuse that tag when adding more items to pending without having to upload an item first
• When users delete a tag from pending and it is not used anywhere else, remove the tag completely

B CASE: As a user, I want to be able to create a new tag and then have it available in the dropdown option so I can add it onto other files and journal entries without typing in the new tag every time
