Draft journal entries

There exists in the webservice call the ability to set published to false or true, but it looks like the old app never utilised it.

If we add a dropdown to the journal entry upload form that sets 'isdraft:' to true or false, users will be able to set it to published or not.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
