This is a regression that has crept in during v1.8
The installation doesn't update the admin's email address from the
dummy one.

Browsers can get the their mimetypes for certain things mixed up if
they visit badly written websites. So we should trust magicdb over
what the browser tells us.

Bug 1249858: When being called for file uploads, file_mime_type()
is getting the PHP temp upload file's filename, and so the attempt
to check the file extension is always unsuccessful because those
temp file names are gibberish

Bug 1259538: We created a new artefact plugin called "social" to hold
three of the profile completion tasks. But I think this is too much
overhead just for that, so I'm folding them into the "internal" and
"comment" plugins.

(In the long run, we should probably make it possible for *any* plugin
type to add progress bar tasks, and then add these as local plugins or
something.)

The info button is suppose to display if there is metadata.
Currently not working on FF and working brokenly on Chrome

- Refactor profile and skin designer tabs into one file which is used by both pages
- Change responsive navigation to take into account the preferred width of the tabs
  (since the tabs in the skin designer are too wide for the normal responsive styles)

Bug1282219: See the lengthy discussion on the bug tracker. No perfect name
for these items has arisen yet, but I think "static pages" is the best
so far because:

1. It means they're obviously not the same type of thing as the Pages in your
portfolio, because those are dynamic.

2. It's more self-evident. If I were brand new to Mahara and were
trying to figure out how to change the "Privacy Policy" page, "Static pages"
is probably what I would think to click on.
