1. Change "Settings" to "Preferences" in the user menu's "Settings"
category.
2. Move "Shared by me" and "Shared with me" to a new "Share" category in

Improve the password policy enforcement and configuration in Mahara.
Have a pre-defined password policy of a minimum of 8 characters with
type "alphanumeric mixed case + symbols".

Also allow site administrators to set the desired password policy in
Site Options > Security Settings. In all locations where password
is set, the password input should also include a password strength
indicator.

Added the functions that were missing and removed the repeated tests from random_clicking.feature

added some more css examples
changed array of css locators to const
changed const array back to array and use json en/decode as workaround
to avoid globals
made properties get_property function take an optional page location
added an optional properties param to BehatNavigation i_expand_node_in_the
added all used css elements
replaced css elements with descriptions in tests
replaced xpath elements with descriptions in tests

To do:
make the whole thing more user-friendly
look at replacing scroll to steps too

This patch will contain the fixes for:

- Navigation placement
- Collaboration report
- CSV's of reports
- Overview page for the graphs
- Making Institution selector a select2 field
- Moving all configs for reports into the modal and combine 3rd level
menu with submenu choices in select2 field
- Ignore non logged in users from user activity report
- Move more variables for reports into sticky (session) vars
- Allow results to be fetched from elasticsearch

Introduce a new navigation bar to allow going through the different
types of reports:

- Change the page title according to the selected report section and
  report
- Decide which columns to display in a report
- Configure reports via the "Configure reports" button

Add existing reports into the new interface.

Create new and expand existing reports:

- User activity
- Page activity
- Collaboration

to avoid having "Institutions" shown up twice,
once in 1st level nav and then in 2nd level nav
again. For all other items in the 2nd level nav
we say what we are displaying just not for the
"Settings" page as the institutions as listed
differently than on the other pages.

This makes it less ambigious who you are searching for.
With "Find friends" you can think that you can only
find existing friends. However, you can actually also
just use the search to find people without having to
add them as a friend, e.g. to find portfolios of them
more quickly.

This is to work similar to how we get submenu items

I've left the random clicking/checking menu items behat tests to do it
the old way as it is important there to do the actual clicking steps
