The 'tag' pieform element will now become a wrapper for the
autocomplete one - rather than using the 'autocomplete' element
directly - so that we can centeralise how the tags field is generated and
avoid having to duplicate setup code.

Todo: need to get the select2 behat test to do ajax search

Theme files for plugins can now live under the plugin's directory or under
the theme's directory. Moving the files for the core plugins to /theme
should make life easier for theme developers by putting them all in one place.

When click edit button of a file/folder in user/group/institution file

When editing a file the text "Enter comma separated
tags for this item. Items tagged with 'profile' are
displayed in your sidebar." now displays under the
tag textbox.

Added a new table row with the language string
'tagsdescprofile' to artefact/file/theme/raw/form/editfile.tpl

bug #605747 and bug #806501

When a user uploads a new profile icon, it now gets added to the
"images" folder in their files area. Profile icons are emphasised and
descriptions aren't editable. Warning notifications, when deleting a
default profile icon or when deleting a folder containing profile
icons, are implemented.
