Make sure the group links open in a new window so people don't lose their changes when editing view access.

Put TBODYs on the table that holds the calendar inputs for the access list items. Fixes them not being displayed in IE7.

Also make sure the links to users when searching open in a new window, which prevents people losing their changes if they click on one after having added or removed a few items via javascript.

Removed an errant comma that was causing the view access page to break in IE (and presumably Opera).

* A more neutral colour scheme, appropriate for a default installation
* Forms are layed out with the title beside the inputs
* The profile page is in tabs
* Layout is cleaner and clearer
* Still will be some bugs, especially in IE!

Make calendar input boxes smaller, to save space. And maybe keep the calendar inputs from wrapping to a new line, but I'm not confident about that.

* Now usernames/group names are linked to profile pages/group pages respectively.
* 'Add tutors' button is not displayed for groups that aren't controlled.
* start/stop date/time inputs are now in their own fieldset with a (hopefully!) helpful description. The fieldset also helps explain the page layout when many access rules are added.

Now the items are layed out in a grid to the right of the searcher, which saves some vertical space and has more fluidity to the layout.

Also, the calendar elements have from/to text, which is a small violation of the language text freeze but makes the purpose of the calendar items for each element much clearer.

I'd like to add more text to this page as an explanation, though that would be a larger violation.

Renaming communities to groups step 1: everywhere in the code. Filenames and database changes to come.
