The 'tag' pieform element will now become a wrapper for the
autocomplete one - rather than using the 'autocomplete' element
directly - so that we can centeralise how the tags field is generated and
avoid having to duplicate setup code.

Todo: need to get the select2 behat test to do ajax search

New element_descriptors() method in pieforms to return a list of HTML IDs
which describe the given element (description, error or both) used by all
pieforms types which can logically use aria-describedby for some or all of
their elements.

All pieform elements (and inputs within composite elements) are now linked
using the aria-describedby attribute to their help text, to aid screen reader
users.

notices (except for the lib/pieforms/ section as i'm not too sure if
that needs changing as it is a different Catalyst IT product)

The tags and authilist pieform elements call the smarty function,
which is unnecessarily heavy.  When not generating a full html page,
smarty_core() should be used instead.

These closing tags are unnecessary and against our coding
guidelines. Let's get rid of them all in one go.

Make the help for the tags control appear on one line. Also reduced the default length of the tags control.

The name is largely irrelevant as it's only the creator of the file.
