This is so we are still able to expand the last submenu without it collapsing
by clicking on the arrow (last menu item) rather than collapsing the menu
when removing focus from it (what was the last menu item before expanding it).

Adding a grey border to the active link in the arrow-bar nav (inbox
or groups navigation) where the white background of the link is hard
to see on the light grey bar but at the same time can't darken the
grey bar due to normal links needing constrast too.

Not sure why it happened as couldn't see anything in the scss that
would cause it to behave differently, but have forced the block title
to be display:block to see if it makes any difference.
