group collections

Group members can see group collections that they have access to via the
Collection tab even when they cannot edit group pages and collections.

1. For group collections
Only roles that can edit group pages can do these:
- Listing group collections
- Creating a new group collection
- Deleting and editing an selected group collection.
- Copying a collection
2. For institution collections
Only institution admins can:
- Listing insitution collections
- Creating a new institution collection
- Deleting and editing an selected institution collection.
- Copying a collection

When assigning view access, allow users to assign access to any group, not just the ones they're in.

The name is largely irrelevant as it's only the creator of the file.

changed search so logged in user isn't included as it makes no sense to give yourself access to a view

I was actually looking to fix a bug about it displaying the currently logged in user in search results, but there's a change on the forums branch that will allow this, and I don't want conflicts.

Renaming communities to groups step 1: everywhere in the code. Filenames and database changes to come.
