Made it so that the messages it gives tells the user that the quota they are
looking at is for the group quota not their quota and the error message that it
gives for exceeding group quota tells the user that it is the groups quota
not their quota.

A warning message when you delete the picture from the "Profile
pictures" 
area under "Content" if the profile picture is used in a page like 
it happens for any other file. Otherwise, no warning is given

These fixes do not require re-translations as they
are minor string fixes for English only that don't
alter the meaning of the strings.

Resize the uploaded image (overwrite temp file) if resize has been
specified and the image exceeds the maximum size limit, using the
imageresizer class.

Inform the user if there isn't enough memory available to resize the
image.

- remove the "use no default" button
- add a new image in the list of available images that has a title
of "Standard or external avatar"
and which would display the gravatar or nobody image
- that new "standard or external avatar" would not be deletable

groups, and institution members, which will apply the default quota
to existing users/groups.

New profileicons are now added to the user's 'images' folder.  The
user needs to be informed of this when uploading new icons, to avoid
nasty surprises in case they already have an 'images' folder they're
using for other purposes.

bug #605747 and bug #806501

When a user uploads a new profile icon, it now gets added to the
"images" folder in their files area. Profile icons are emphasised and
descriptions aren't editable. Warning notifications, when deleting a
default profile icon or when deleting a folder containing profile
icons, are implemented.

Instead of using a fixed platform-specific path for temporary image files,
create a new temporary directory inside dataroot and place temporary files
there.

In addition to it, make sure we prefix the profile icon file names with 'mpi_'
(stands for mnet profile icon) to prevent clashes (as per Nigel's suggestion)
and check the return result from file_put_contents() for errors (but otherwise
and continue gracefully if the file can't be written, as Nigel suggested on the
bug tracker).

While in this particular case the related code takes care of the temporary
files, if we are going to have a temp directory, it might be good to have a
cronjob to clean it out (We should file a bug to remind us to do that)
