Made a centeralised function so that we can use 'viewsperpage' only
for the different pages lists. And have 'itemsperpage' for certain
admin lists.

1) Have select boxes for some fields that contain fixed set of data,
eg country, institution.

2) Have switches for boolean fields

3) Have the description information recorded to actually show up with
the fields

4) Make the password field be pieform type 'password'

Bug 1578512: As specified in RFC 6266, the filename is a
"quoted-string", and as specified in RFC 2616 double quotes
within a quoted-string should be escaped with a backslash.
