Unfortunately this patch doesn't do anything about the issue of making it so that
deleted messages don't affect pagination. That one turns out to be non-trivial.

When an institution admin has a user in his institution that has
the auth method "No institution: internal", he will need to change
it to one of his own in order to manage this user appropriately.

When an user complete the required profile field,
1. Check if the email address has been taken
2. Send a validation email to this address

3. If an email has been sent, display the status message.

When an user validate his/her email address
4. if it is the primary email, update the email field of the table
'usr' in DB

Bug #1150831: Some links to directory index.php files left off the
trailing slash,
i.e. "{$WWWROOT}/view". This caused unnecessary redirects and greater
potential for
errors in users' web server setups. While I was at it, for all links to
directories
other than $WWWROOT itself, I changed them to be explicitly links to
"index.php".

Also fixed the Windows-style line endings in homeinfo.tpl

Fix all implicit links

I added this as a new table with default message that gets
toggled on/off as it ended up as less code than trying to manipulate
the existing access list table

Added site options to allow for override of user expiry when
setting site expiry (if the user is not site admin).

- for new users
- for new users and existing users without expiry set
- for all users

Allowing for switching back to 'no end date'.
Need to force refresh the page to display info correctly after save.

The password should not be displayed in
plaintext. I changed the type of the input
field to "password" to account for that.
