Change - "Institution statistics" to "Statistics"

Move "Admin notifications" from site admin "Users" tab to "Institutions"
tab right after "Admins"

Fix the order of menu items in Institution admin menu:

The multiple journals option needs to be not changeable if users
have more than one journal. However removing it altogether is
confusing. Disabling the option is less confusing.

When adding BrowserID authentication plugin to an institution, disable
it if the connection between site and BrowserID verifier
(verifier.login.persona.org) is not available

If possible use mb_strtolower rather than strtolower as it
might not convert UTF-8 characters properly.

Sadly the tightening of the param_ has left several bugs ..
i) some of the fields in the sync.php and upload.php are comma separated
ii) usernames need to be param_variable
iii) similarly free text entry forms such as journal titles and
descriptions could contain variable characters.
