Removing update hook to prevent failing upgrades from versions older
than 16.10. It's safe as the next hook will recreate a table and 
resync file types.

We were manually verifying the "hash" JSON field
in external/composer.lock, but this was removed
in Composer 1.3.0

The "check_dir_exists()" method needs to operate on the containing
directory, *not* on the config file itself.
