1) Allowing the labels for the institutions graph be on mouseover

2) Restrict the number of items on graph to be 12 instead of 25

The system is created so we can either throw pre-generated chartjs json
data at the canvas to show the chart or we can throw correctly structered
array data that is then coverted to chartjs json data.

Also we can override the type of chart after the pre-generated chartjs
json is generated. Eg we can generate the chart as piegraph data and
then later choose to display it as a doughnut graph.

Users in an institution are now queried each time they are needed,
rather than being stored in an array and passed in with ?

Getting the links to be more descriptive to screen readers

Have also pluralised the strings based on the user with the most as
that is an integer. The average is a float number and also we can't
do pluralisation on stings where there are more than one number in the
string.

Currently institution data daily cronjob fails if the number of items
wanted to be prepared for the IN() clause exceeds 46,000. This causes
adodb to hit memory limit and fail out.

Have taken the three sql commands from various places that make up the
call and made them nested to avoid overly long prepared statement.

changing how many results are displayed

Gets the following per institution
 -  no of institution members
 -  no of views owned by the institution or its members
    and broken down into the 3 view types which already appear
    in site registration data (profile, portfolio, and dashboard)
 -  no of block instances owned by the institution or its members
    and broken down by block type (~32 block types)
 -  no of artefacts authored by institution members
    and broken down by artefact type (~53 artefact types)
 -  no of forum posts authored by institution members

Copied from the mahara.org registration table. It stores each registration field
in a local database with a timestamp of when the data was obtained.

This storage is done whether or not the data is actually sent to mahara.org.

Replaces existing group/view.php urls with calls to
group_homepage_url, in a bunch of places where only a minor change is
required to fetch the urlid property, and where it is clear it will
have little impact on performance:

- My groups block
- Cancel button on group delete
- Redirects after joining a group or inviting a user
- Group tab of the admin stats area
- My groups section of the profile sideblock
- Redirect after submitting a view

The four existing jointypes, 'open', 'controlled', 'request' and
'invite' are mutually exclusive, but they don't need to be so strict.
This patch introduces more flexibility in the way groups allow new
members to join.

* Group admins can always send membership invitations to a group, even
  if it's open or controlled
* Membership requests can be enabled for any group unless it has open
  membership.
* The grouptype now determines the set of roles available to a group,
  but no longer restricts the available join types.

The db upgrade will preserve existing behaviour apart from enabling
invitations on open, request, and controlled groups.
