This is a fix for a regression which introduced the display of the
username in various areas of Mahara where they were not displayed
before.

- Cron doesn't need to run auth_setup()
- Don't run cron when site is closed for upgrade
- Get rid of forcelocalupgrade() option because it's no longer needed

This is a Behat test for testing the new ID tag on the main dashboard page. It is checking there is no errors on the page when it has selected inbox. It is regression testing this bug

There was 2 versions of the random click Behat test. One in the admin directory, and one outside the directories.
I deleted the one outside the directories.
