This patch should do the following:
Add a new site / institution menu item called 'Journals'
Allow an institution to add Journals
An admin can add entries to the journal
A newly created user can get a copy of the journal

I had used the script in the first patches for the new plugin but it got
obsolete when I changed the recipients list to be rendered with the
autocomplete box
