This patch changes the current toggle options for group membership display
to a dropdown that allows a group admin to choose whether tutors are
displayed or not.

If the created and updated dates are different for a
blogpost, we see both dates.

In the block Recent journal entries, the drop-down menu
only shows the Journals which the user has permission to
add a new entry.

Also corrected error showing up and broken Journal search
in the Edit block side screen.

Also fixed the poor alignment of the artefactchoooser search form's
search button

Also fixes Bug 1636850 with change in lib/view.php

To test:
1) Create a group A and set it up to allow submissions
2) Get user A to make 12 pages and then share them with group A
3) Get user B to make 12 pages and then submit them all for assessment
to Group A

When we try to go to the next page for shared pages we get results for
submissions as well.

To avoid:
1) Bulk deleting all users - by checking if you
   are deleting yourself.
2) Bulk deleting all the site admins - which can happen if you are an
institutional admin and the site admin(s) are in the same institution

Change group homepage so that it does not to show repeated pages/collections in different sections shared/submitted
Updated create_group() in TestingDataGenerator.php to set in the DB the correct group role of a user

This patch:
 - removes the need to set priority value in .matrix file
   they are worked out now based on the array generated
 - changes the way you indicate parent/child relationships by adding a
   'uniqueid' to the parent and change 'parent' value for its children
   to the value of the uniqueid
 - stopped an element showing the dot on the matrix if it has children
 - added indentation for the name (1st) column on matrix page so we
   can see how things relate to each other better

When you click on the hollow circle (rather than dot) on the matrix
screen you will get an annotation feedback form in the modal dock
rather than the create annotation form.

This patch does a few things:

1. Renames "webservice_enabled" config to "webservice_provider_enabled",
to indicate that this config only controls Mahara's actions as
a webservice provider, *not* a webservice client.

2. Renames all the "webservice_<protocol>_enabled" configs to
"webservice_provider_<protocol>_enabled" to indicate that they only
control whether Mahara will provide webservices via that protocol,
and not whether Mahara will use that protocol as a client.

3. Renames "webservice_connections_enabled" config to
"webservice_requester_enabled", to clarify that this config
controls whether Mahara is allowed to request webservices
from external sources.

4. Updates language strings to make these changes clearer.

5. Rearranges and renames the form methods in
webservice/admin/index.php to make the flow of control more
obvious. Now the main form method is first, followed in order
by the methods that generate its subforms and each of their
submit handlers.

The forms are not rendering correctly now that we have removed
mochikit from mahara.js

The problem is the typeof(message) check can return 'object' when the
message is null - see http://www.ecma-international.org/ecma-262/5.1/#sec-11.4.3



So need to avoid trying to get the sub message from null object

Also added some accessibility strings to the Institutions -> Members
add form
