1. Added a details link for each plan in the blocktype as well.
2. On site update, the existing plan blocktypes will be updated
to be able to contain more than plan.
3. Made task pagination work on blocktypes with
multiple plans.

To allow a server admin to clean up a site

The script should be able to:
- delete all users that have never logged in (created by admin)
- and/or delete all users that have not logged in since a certain date
- and/or delete only those users from a certain institution

The script has a 'dryrun' flag set to false by default to allow one to
check how many users will be deleted before actually doing the deletion

- edit the blocks of group views
- edit access and secret urls
- create new group views
- delete a group view
- submit personal views to the group
- add new/edit topics in forum
- edit posts in forum
- create forlders and add files to a group

When we have the Mahara release candidate, all links
to the user manual should go to the upcoming stable
release instead of the latest stable release.

Cherry pick of Bug 1369830 for the upgrade of html purifier to 4.10.0 


As we add a new configuration option to HTML Purifier,
we have to update HTMLPurifier/ConfigSchema/schema.ser
 1. Download and unzip HTMLPurifier package
 2. Copy Filter.ExtractStyleBlocks.PreserveCSS.txt
from mahara to the unzip folder
 3. Run php maintenance/generate-schema-cache.php in
unzup folder
 4. Copy over lib/HTMLPurifier/ConfigSchema/schema.ser
from unzip folder to mahara
