Modified artefact/file/downloadfolder.php to allow downloading a
user's home folder
Added "Download" link to bottom of file browser which downloads the
current directory

Also removed the extra '.' appended to files with no extension by
download_title() and stringified some hardcoded values introduced by
the previous patch

Also got the download link to show when viewing artefact.

The [↑]/[↓]/[x] (up/down/delete) links has been changed to image
buttons with alt texts.

Changes are at admin/users/institutions.php, edit an institution, under
the 'Authentication plugin' heading.

Moved this menu item to the front as institution
admins should not treat it as an afterthought.
The site admin version is also closer to the front.

The previous patch for this bug caused miniature text to be overlaid on
buttons in the list of forum topics. Adding text-align: left fixes it

Edit and Delete buttons should now have consistent, descriptive alt text -
where possible this includes the title of the object to be edited or deleted

Changed the "None selected" license text used when an artefact renders
itself (eg. when clicking on the title of a blocktype) to a more
descriptive version
