Bug 1390339: Before, we had hard-coded the "image" and "text" blocks into
the top of the block picker. With this change, a block developer can
just give their blocktype the category "shortcut" and it will show up there.

Theme files for plugins can now live under the plugin's directory or under
the theme's directory. Moving the files for the core plugins to /theme
should make life easier for theme developers by putting them all in one place.

Bug 1339113: A blocktype to display a plain snipped of text on a page that is
not connected to any artefact and therefore does not cause unintentioned side
effects when content is added on a view that has been copied.
