Cherry pick of Bug 1369830 for the upgrade of html purifier to 4.10.0 


As we add a new configuration option to HTML Purifier,
we have to update HTMLPurifier/ConfigSchema/schema.ser
 1. Download and unzip HTMLPurifier package
 2. Copy Filter.ExtractStyleBlocks.PreserveCSS.txt
from mahara to the unzip folder
 3. Run php maintenance/generate-schema-cache.php in
unzup folder
 4. Copy over lib/HTMLPurifier/ConfigSchema/schema.ser
from unzip folder to mahara

We do a bunch of iframe / js tricks to get the progress bar to work
and then rely on session for the file name to serve it at the end

This change just passes only the file name to the js redirect and then
rebuilds the full path on return. Because we use the user's id in full
path we can make sure only the valid logged in user can fetch the file

This is for the 'Search for...' Friends / Groups / Users

Currently we don't allow the submission / cancel of the form if any of
these 3 options are selected but the second select2 box is empty

But we also don't tell the user why.

I've added an alert to mention why the form will not submit / cancel

As the change username option only appears on account index page for
those users that have an auth method allowing it we should make the
user also supply their current password when changign username

We hide the confirm password box for username change until they try to
change it
