Currently all the artefacts that save html/tinymce data do so in the
description field - except the internal profile introduction field.

Seen as we are already doing special handling of this plugin we might
as well save the html/tinymce data into the 'description' column of
the db for consistency sake.

- Ocean needs more refactoring as it was set up differently than other
  themes. Despite this initial refactoring, it still cannot be a parent theme
  to a subtheme (comment was added to Ocean theme config).

If the site doesn't yet have any plugins installed that define webservice
connections, then the institution connection manager screen can't be used.
In which case, we should hide the link to avoid confusing users.

Validate that the group shortname is unique across all institutions
instead of just the institution that is being processed.

Make sure the mandatory fields (shortname, displayname, roles)
in the upload csv are not empty as the group shortname validation
relies on the display name.

Also, improve the error message thrown during the submit when
the groupname is not unique.

1) Moving the template files to the plugin/auth dir
2) Removing the old style submenu lines
3) Removing the bad window.open() calls
4) Fixing up menu placement / order
5) Fixing the add connection form's errors so they appear against
correct fields
