Handles dirty work of converting a leap date point to a plaintext date
used in the resume.

Should be useful in many places - in particular, the resume.

This grabs them at two score levels, based on whether we know for sure
that it's a certification or not. This is because some other data
exported from Mahara counts as a certification, but will actually be
stitched together with other entries to make up e.g. professional
memberships.

The parents are selections, and selections are only allowd to have the
selection_type category.

We need this as the children need categories - the parents actually
don't, according to the spec.

We need this for import, and process_composite form can't be used
because we don't have a Pieform.

This makes it more consistent with LeapExportElement, which it inherits
from.

It would probably be fine around the other way, but it was confusing
reading the code and seeing it being maded in a different way to
everywhere else, so I changed it.

If a block is designed to only appear once per view, an error message will be
displayed when users try to add a second one to a given view.
