$form->i18n can be called for multilanguage error messages.

specify forms that are validated but not submitted, or ones that are
neither validated nor submitted.

Added i18n support for the form rules.

Fixed the bug where if an ajax form failed validation and then was
submitted correctly, the validation error messages were not cleared.
