This change adds in the verification of the form.

This happens on public site pages because the view
owner is 0 by default, and the LiveUser object has
id 0.

Changed the way the form is used, now when a different filter is
selected the type is updated in the pieform. This allows the pieform
to use the type variable to change the sql update and delete statements

This allows support for SSO userIDs. Only the admin can set
usernames greater than 30 characters.

That left padding 2px is in fact 7px (5px is added by top-wrapper), the title
inside div block has the same layout as titles in the tabs.
