The feature allows to report objectionable content in the forum posts and
topics. When post is reported, the notification is sent to site admins,
group admins and forum moderators. Any of above can take action and either
mark the post as not objectionable or delete it. In both cases the
notification about action will be sent to users who were originally
notified about objectionable content, so that they will be aware on other
person action and outcomes. Site admin normally can't access the content of
the forum he/she is not a member of, however in the case of objectionable
content, site admin will be able to have temporary rights similar to group
admins, making possible to delete or edit any post in the given forum. Once
the issues is resolved (forum no longer contains objectionable content),
admin will not longer be able to access forum in the group he/she is not a
member.

Change is necessary to avoid confusion with
web accessibility. The lang string ID needed
to be changed so that translators would see
the string again and re-translate.

Currently institution data daily cronjob fails if the number of items
wanted to be prepared for the IN() clause exceeds 46,000. This causes
adodb to hit memory limit and fail out.

Have taken the three sql commands from various places that make up the
call and made them nested to avoid overly long prepared statement.

Bug 1316407: By default, this version of pdf.js wants to take the PDF
URL from a URL query parameter. It also wants to refer to several of its
JS libraries by relative paths, which sometimes conk out in Mahara.

Seen as the 3 column layout is the default one the embed pdf view
should fit within it.

Currently if you have a browser windo open fully, a 3 column layout,
and a pdf embedded you get a horizontal scrollbar on the embed pdf.

A slight adjustment of the min-width and it goes away.

The scrollbar will be there for 4 or 5 column widths but that is ok as
they are quite thin columns.

Currently when updateuser event fires it expects the userid to be
passed in as a string - needed to get string from array if array is
given

. To keep it
consistent with other lang strings on the page,
the colon was taken out from the lang string.
