Rather than (the only example was artefact) lib/artefact.php which is non standard

fixed the upgrade - I have just commented this out for now because I'm pretty sure that blocktypes install themselves separately, not as part of the artefacts

- Fixed a bug in the view_layout install.xml definition
- Added view layouts to core_data

Fixed up some of the admin/extensions/plugins.php stuff to do with
artefacts & blocktypes and their interdependencies.
(there's still a todo in there but it's cosmetic).

moved all the STATEMENTs out of install.xml into postinst, split postinst into two - right after core data & right at the end

Make sure the language is set to english on install, so that in places where we pass the language to third party programs (like tinymce), they know what to use

horrible workaround for mysql- you cannot insert id = 0 into usr at core data install time, which breaks things that rely on the root user (eg templates with no owner)

wierd things don't happen when one plugin forgets to do so
