The "External feeds" tab looked a bit empty with just the External
Feeds block. We now have enough blocks to make it worthwhile to
have a tab for them: externalvideo, externalfeed and googleapps.

wwwroot will be autogenerated on every page load if it is not set in the config
file. There are some implications of storing it in the database, it particular
it affects the hostname and protocol changes. Since its autogeneration takes
just 2ms there is no much sense keeping it in the database.

This allows support for SSO userIDs. Only the admin can set
usernames greater than 30 characters.

Now that we support avatars over HTTPS (4902e46d

the HTTPS part of this check is unnecessary.

The other part of the check which used curl was bogus. The fact that the
server cannot reach Gravatar doesn't necessarily mean that clients won't
be able to. It could just be that the server is firewalled off. Since we
don't have a reliable way to detect fully separated networks, we may as
well opt for the solution with less code.

This commit includes a db upgrade to change the system block titles to the
empty string.  New group homepages and dashboards created after the upgrade
will use the default, translatable, block titles.  Existing group homepages
and dashboards are not updated.

By turning 'HTML.SafeEmbed' and 'HTML.SafeObject' ON, we can avoid
having to write and maintain all kinds of filters.

I have deleted all of the filters that are no longer necessary.

Unfortunately, we have to keep two around, Skype and Twitter,
since their embed code includes Javascript.
