reduced the empty space at the bottom of a block by:
1. removed the height of the resize handler elements
when the view is displayed
2. reducing the height of the gridstack rows from
the default 60px to 10px

fixes issue with chrome 80 and xvfb where default parameters (prob pixel depth)
makes chrome fail to connect to xvfb/selenium.

in 19.04 we added an upgrade step for
https://bugs.launchpad.net/mahara/+bug/1826948
to fix comments descriptions but it will throw
warning if the xml is malformed
the code will fix the xml anyway, but we should
prevent it to display the warnings as is they were
errors in the upgrade page

changes to
  reset_database
  reset_dataroot
 will improve the time of before_scenario

testing in my machine:
without this changes, reseting the DB before every scenario
can take around 12 to 14s
with the changes it takes 4 to 8s

I tried running all tests in the first feature folder and this took
2m23s on master without the changes
1m46s with these changes
