The new language pack admin page allows for site administrators to:
- Update existing language packs
- Installing new language packs

The page displays when the packs were last updated and if they are up
to date or not

We actually require PostgreSQL 9.1 at minimum but
still mentioned 8.3 or later as requirement. Version
before 9.1 would run into issues.
