Bug 1953559: Simplify test: Cannot 'quick-edit' submitted collections 

    No matter what blocks are on the page, we shouldn't have
    the functionality available to us to quick-edit a page on
    any of the blocks, and if we see 'Add comment' or 'Details'
    all is fine.
