Virtualenv

This change makes the cron jobs check for the existence of a Python virtual environment, set up in a `venv` directory. If there is no virtual environment, the cron job will fail with an error and a message to stdout (which should end up in someone's root@ server mailbox somewhere). This environment should be set up when the Debian package is updated to a new version (in postinst).

**Note:** before this package is installed, the mahara manual directory should be checked out to the latest `16.10_STABLE` branch which should contain the `requirements.txt` file, which is required for the postinst to correctly install the virtual environment.

Old versions monthly

Hi - this modifies the packaging to create a monthly cron job to run the old manuals, and removes them from the daily cron job. It also adds a timestamp to the logging so we can see when things happened. Builds and installs okay on my LXC box.

With Mahara 15.10 being released later this week, the
user manual also needs to be changed to 15.10.

The permanent Mahara repository is now at
https://git.mahara.org We will use that to
get code from for the user manual.

Since Gitorious is going away, we need to move
the repository to another server. It's new place
will be https://git.nzoss.org

When going to http://manual.mahara.org,
the default user manual will be for
version 1.9

as the version of Mahara to display when
users go to http://manual.mahara.org
