Draft: Update the manual builder

Glenn Walbran requested to merge update-sphinx-build into main
  • update the manual builder image to be ubuntu 24.04
  • drop the basicstrap theme. instead mahara theme now based of alabaster
  • moved all of the copyright text into conf (changed the ordering here but that seems fine to me) which allows us to delete the layout template (I think we should keep things simple and not override templates unless we really have to. and then only override the bits we want to change)
  • dropped the searchbox template. this was a little broken and didn't seem like it was any different to the one from the basic theme (alabaster extends basic)
  • added :fonticon: support (this was in the basicstrap theme that we no longer have)
  • updated fontawesome to v6 which needs self hosting.
